Ocacia Soccer Winter Indoor League
Official League Rules – Winter 2026/2027
1. League Format
The Ocacia Soccer Winter Indoor League at A-Game Sports is a competitive youth soccer league for boys and girls from U8 through U17 in New Rochelle, NY.
Each team is guaranteed 12 games: 10 regular-season games and 2 playoff games. All teams qualify for the playoffs.
Game Formats:

Maximum roster size: 12 players per team
All games are played on indoor turf fields without walls. When the ball completely crosses the touchline or goal line, it is out of play and the appropriate restart will be awarded.
2. Game Days
The anticipated league schedule is:

High School Boys: Fridays

Girls Divisions: Saturdays

Boys Divisions: Sundays
These are the anticipated primary game days. Ocacia Soccer reserves the right to schedule or reschedule games on different days or times based on facility availability, division size, weather, scheduling requirements, or other operational needs.
Teams must be prepared to play at their assigned game time.
3. Game Duration
Games will consist of two 25-minute halves with no halftime break. At the end of the first half, teams will simply switch sides and play will resume immediately.
The game clock will run continuously and will not be stopped under any circumstances, including injuries, substitutions, delays, or other interruptions.
Games will begin at their officially scheduled time. A maximum 5-minute grace period will be allowed for a team that is not ready to play at the scheduled kickoff time. However, the game clock will begin running at the originally scheduled time, and the match will not be extended to compensate for a late start.
If a team is not ready to play within 5 minutes of the scheduled kickoff time, the game will be declared a forfeit, and the opposing team will be awarded a 3–0 victory and three points in the standings.
Teams are strongly encouraged to arrive at least 20 minutes before their scheduled kickoff time.
4. League Fees & Referees
The league fee is $2,000 per team.
Referee fees are included in the league registration fee. There are no additional referee fees on game day.
Registration is not considered complete until full payment has been received.
League fees are non-refundable once a team's participation and spot in the league have been confirmed, except at the discretion of the organization.
5. Rosters & Player Eligibility
Teams may register a maximum of 12 players.
Players must be eligible for their respective age division based on their date of birth. Players may play in an older age division when permitted by their club/team and approved by the league.
A player may not play for two different teams within the same division.
All players must be officially listed on the team's roster to participate.
Teams must have available the official player passcards issued by their respective league or governing organization and must present them if requested by Ocacia Soccer or league officials for age and player eligibility verification.
Ocacia Soccer reserves the right to verify any player's identity, date of birth, or eligibility at any time during the competition.
Final rosters must be submitted before the beginning of league play. Any roster additions or changes after the season begins are subject to league approval.
6. Equipment
All players on the same team must wear matching or clearly distinguishable jerseys.
If two teams have similar colors, the league may require one team to wear pinnies or an alternate jersey.
Shin guards are mandatory.
Players may wear appropriate turf shoes, indoor soccer shoes, or sneakers.
No jewelry or other equipment considered dangerous by the referee will be permitted.
Goalkeepers must wear a color that clearly distinguishes them from both teams.
7. Substitutions
Unlimited substitutions are permitted.
Substitutions may be made on the fly, provided the departing player has left the field before the substitute fully enters play.
Substitutions should take place from the designated team area and must not interfere with active play.
The referee may penalize a team for improper substitutions or having too many players on the field.
8. Kick-Ins & Restarts
There are no throw-ins.
When the ball crosses the touchline, play will restart with a kick-in from the location where the ball left the field.
Opposing players must remain at least 5 yards from the ball on free kicks and kick-ins.
Corner kicks will be awarded when appropriate.
A kickoff may be played in any direction.
If the ball touches the ceiling or an overhead structure, an indirect free kick will be awarded to the opposing team from the area underneath where the ball made contact, subject to the referee's discretion.
9. Goalkeepers
Goalkeepers may use their hands only within their designated penalty area.
Goalkeepers may not punt or drop-kick the ball.
After gaining possession with their hands, the goalkeeper must distribute the ball by throwing or rolling it, or placing it on the ground to play with their feet.
For goal kicks, the ball must be restarted from the goalkeeper's area.
The referee may penalize deliberate time-wasting by the goalkeeper.
10. Slide Tackling
Slide tackling an opposing player is not permitted.
A player may go to the ground to keep a ball in play or make a play where there is no opponent within dangerous proximity, at the referee's discretion.
Any slide considered dangerous or intended to challenge an opponent will result in a foul and may result in disciplinary action.
Player safety is the priority.
11. Fouls, Yellow Cards & Red Cards
Standard soccer fouls will be enforced by the referee.
A player receiving a yellow card may be required to leave the field temporarily at the referee's discretion.
A player receiving two yellow cards in the same match will receive a red card and be ejected.
A player receiving a straight red card must leave the game immediately and will automatically be suspended for at least the team's next game.
The league reserves the right to impose additional suspensions depending on the seriousness of the incident.
Fighting, threatening behavior, discriminatory language, abuse of referees, or serious unsportsmanlike conduct will not be tolerated.
Players, coaches, or spectators may be removed from the facility and/or suspended from the league at the discretion of Ocacia Soccer and facility management.
12. Coaches & Spectators
A maximum of two coaches may be in the designated team area.
Parents and spectators must remain in designated spectator areas and are not permitted on the playing field or team sideline.
Coaches are responsible for the behavior of their players, staff, and spectators.
Abusive or aggressive behavior toward referees, opposing players, coaches, league staff, or facility personnel will not be tolerated.
The referee and league management have the authority to remove any individual from the playing or spectator area when necessary.
13. Standings
Regular-season standings will be determined using:

Win: 3 points

Tie: 1 point

Loss: 0 points
If two or more teams finish level on points, standings will be determined by:

Head-to-head result

Goal differential
-
Goals scored
-
Fewest goals conceded
-
League-determined tiebreaker, if necessary
For standings purposes, a maximum goal differential of +6 per game will be recorded.
14. Playoffs
All teams qualify for the playoffs.
Teams will be seeded based on their regular-season standings.
Each team is guaranteed two playoff games as part of the 12-game league package.
Specific playoff formats and matchups may vary depending on the number of teams registered in each division.
If a playoff game requires a winner and ends tied after regulation, the winner will be determined by a penalty shootout. No overtime will be played unless otherwise communicated by the league.
15. Forfeits & Attendance
Teams are expected to participate in every scheduled game.
If a team knows it cannot attend a game, the team manager must notify Ocacia Soccer as soon as possible.
Teams must have a minimum of:

3 players for U8 (4v4)

4 players for U9–U17 (5v5)
to begin a match.
A maximum 5-minute grace period will be provided. The game clock will begin at the originally scheduled kickoff time and will continue running during the grace period.
If a team does not have the minimum number of players required to begin the match within 5 minutes of the scheduled kickoff time, the game will be declared a forfeit and recorded as a 3–0 victory and three points for the opposing team.
Repeated forfeits or no-shows may result in removal from the league without refund.
16. Weather, Facility Closures & Rescheduling
In the event of severe weather, facility closure, unsafe conditions, or circumstances outside the league's reasonable control, Ocacia Soccer may postpone or reschedule games.
The league will make reasonable efforts to reschedule games when possible.
Game dates, times, fields, and designated playing days are subject to change based on facility availability and operational requirements.
17. Referee Authority
All games will be officiated by referees assigned by the league.
Referee fees are included in the team registration fee.
The referee has full authority over the match, and all decisions regarding facts connected with play are final.
Coaches and players may respectfully ask for clarification, but arguing, surrounding, intimidating, or verbally abusing referees will not be permitted.
18. League Authority
Ocacia Soccer reserves the right to interpret and enforce these rules and to make decisions in situations not specifically covered by this document.
Ocacia Soccer may modify schedules, divisions, field assignments, competition formats, or other operational aspects of the league when reasonably necessary due to facility availability, competitive balance, player safety, operational requirements, or other circumstances affecting the competition.
Participation in the league constitutes acceptance of the Ocacia Soccer Winter Indoor League Rules and policies.
